Votes and proceedings are the minutes of the chambers, they set out what the chambers have done rather than what was said (see Hansard).
The New South Wales Parliament has its origins in the Legislative Council established in 1824. When New South Wales attained responsible self-government in 1856, a two chamber Parliament was established with the upper chamber named the Legislative Council and the lower chamber, the Legislative Assembly.
The votes and proceedings are the minutes of these two chambers. For the Legislative Council the titles for the published votes and proceedings have varied over time, but the title for the Legislative Assembly has remained the same name since the Assembly was established in 1856.
